Follow this sequence against one identified release candidate. The plan defines what a human reviewer must execute; it does not claim that NVDA, VoiceOver, TalkBack, keyboard, touch, zoom, reflow, contrast, or motion testing has already passed.

Evidence remains fail-closed

A route is not complete until its required categories are tested and the reviewer records the candidate, reviewer identity, date, exact environment, outcome, and supporting notes. Empty documentation, a failed check, a blocked check, or an untested check keeps the production gate closed.
