Immutable release candidate and owner acceptance
Evidence is tied to one release branch and full commit SHA. Automated checks, human accessibility review, operational exercises, and owner approval must all close before a controlled production promotion can proceed.
Candidate immutability rule
The release branch must use release/vmc-YYYY.MM-rcN. The candidate label is derived from that branch and the first seven characters of the exact commit SHA. Any commit after evidence begins creates a different candidate and invalidates the prior evidence package.
